This report responds to your request that we evaluate the Department of211u001einterior's High-Level Implementation Plan (High Level Plan) for improving its 211u001emanagement of the Indian trust funds and resources under its control. This plan 211u001efocuses on correcting many of the long-standing problems with Indian trust 211u001eoperations, which include inadequate accounting and information management 211u001esystems; backlogs in asset appraisals, ownership determination, and record 211u001ekeeping; and poor internal controls.
