The U.S. Department of the Interior has owned the Crab Orchard National Wildlife211u001eRefuge (the Refuge) since 1947. During World War II, the Department of Defense 211u001e(DOD) administered the area and constructed the former Illinois Ordnance Plant 211u001efor munitions production. Following the war, DOD leased the land to private 211u001eindustrial tenants. Because of past disposal practices in the industrialized, 211u001eeastern portion of the Refuge, soil, groundwater, surface water, and sediment 211u001ehave been contaminated with various compounds including polychlorinated biphenyls 211u001e(PCBs), lead, cadmium, chromium, cyanide, arsenic, and explosives. High levels of 211u001ePCBs were found in some of the large bottom-feeding fish (e.g., channel catfish, 211u001ecarp) in Crab Orchard Lake. The community voiced concern about the potantial 211u001erelease of contaminants into the ambient air from the on-site incineration of the 211u001ePCB-contaminated soil and sediment. Current conditions at the Crab Orchard Refuge 211u001epresent no apparent public health hazard to the general population.
