This report provides a method to define and measure the costs of personal211u001eimmobility at a local level and contains a compendium of public transportation 211u001epractices that address immobility, help reduce costs, and possibly provide 211u001eeconomic benefits to both the riders and the larger community. The focus is on 211u001epractices that assist people who need transportation to health care or who are 211u001etransitioning from welfare to work. This report should be of interest to planner, 211u001edecision makers, and social service and transportation providers. It should also 211u001eserve as a resource to assist decision makers and transportation service 211u001eproviders in using their services more effectively to address the issue of 211u001epersonal immobility.
