Annual Progress Report for Streamlining the Nation's Building Regulatory Process211 Project (for Grant Period September 1998 to September 1999)

In 1996, the originators of the Streamlining the Nation's Building Regulatory211u001eProcess project agreed that proven examples of regulatory streamlining 211u001einitiatives should be collected from jurisdictions across the country and at all 211u001elevels of government. These streamlined 'models' would cover subject areas 211u001ethroughout the regulatory process, from land use and zoning to issuance of the 211u001ecertificate of occupancy. Once a broad number of models were reviewed and 211u001eapproved by the project's expert review groups, the 54 government agencies and 211u001epublic/private sector organizations that make up the Streamlining project's 211u001enational partners would actively assist jurisdictions nationwide to adopt and 211u001eimplement the models. This implementation and outreach phase would be crucial to 211u001emeeting the project's goals of reducing the unnecessary cost and complexity of 211u001ethe building regulatory process. This 1999 Annual report outlines progress made 211u001ein the Streamlining project's third year to complete the model program assembly 211u001eprocess, and to begin the implementation and outreach phase.
