Although we have limited information on how well different approaches are211u001eworking, you asked us to gather information on how states that were early 211u001eimplementers of welfare reform and of one-stop career centers were providing 211u001eemployment and training assistance under welfare reform. Specifically, you asked 211u001eus to determine (1) the structural approaches states are using to provide 211u001eemployment and training services to Temporary Assistance for Needy Families 211u001e(TANF) clients, (2) the employment and training assistance the states are 211u001eproviding, and (3) the funding sources states are using to pay for this 211u001eassistance. To address these issues, we performed in-depth field visits in five 211u001estates, where we interviewed state and local officials and observed operations. 211u001eWe also collected program information, where available, on all 50 states. 211u001eAdditional information on our scope and methodology is in appendix I.
