Financing and Implementing Sustainable Development: A Local Planning Approach

The major objective of this report is the development of an inventory, or211u001e'primer', of innovative methods for the development, finance and implementation 211u001eof sustainable developments. Through the use of case studies, the identification 211u001eof specific methods, techniques, and policies, and scenario-building, this primer 211u001ewill provide direction for interested participants in the process of 211u001esustainability. This report includes a discussion of the complex and ambiguous 211u001econcepts of 'sustainability', 'sustainable development', and 'sustainable 211u001etransportation' in order to develop a basic understanding and framework for the 211u001ereport. Many barriers exist which confront planners, decision makers, and 211u001eadvocates when attempting to move a community along the path to sustainability, 211u001eincluding cultural and behavioral, professional norms, economic development 211u001epractices, and traditional planning practices. This report also presents several 211u001ecase studies which illustrate how communities, regions, and countries are 211u001eapproaching the problems associated with unsustainable transportation practices.
