Institutional Government and Management in a Context of Policy and System211 Changes. The Swedish Case

This is a working paper from the Swedish part of the international research211u001eproject 'International Study of Higher Education Reform', focusing on how the 211u001ehigher education institutions met new challenges of change and continuity in the 211u001ebeginning of the 1990's. In this paper, the so-called meso level study is 211u001ereported separately. The frame/process model, developed by Dahllof, guided the 211u001edesign of the study. As a framework for the interpretation of responses and 211u001ereactions from institutions and their leaders, some characteristics of the 211u001eSwedish higher education system are presented. The following aspects of current 211u001echange and continuity at the institutional level are examined: Expansion and 211u001erenewal, academic leadership, models of institutional governance and the quality 211u001eissue. Finally, the institutional autonomy in theory and practice is discussed.
