Estimation of Annual Average Daily Traffic (AADT) is extremely important in211u001etraffic planning and operations for the state departments of transportation 211u001e(DOTs), because AADT provides information for the planning of new road 211u001econstruction, determination of roadway geometry, congestion management, pavement 211u001edesign, safety considerations, etc. AADT is also used to estimate state wide 211u001evehicle miles traveled on all the roads and is used by local governments and the 211u001eenvironmental protection agencies to determine compliance with the 1990 Clean Air 211u001eAct Amendment. Additionally, AADT is reported annually by the Florida Department 211u001eof transportation (FDOT) to the Federal Highway Administration. In the past, 211u001econsiderable efforts have been made in obtaining traffic counts to estimate AADT 211u001eon state roads. However, traffic counts are often not available on off-system 211u001eroads, and less attention has been paid to the estimation of AADT in the absence 211u001eof counts. Current estimates rely on comparisons with roads that are subjectively 211u001econsidered to be similar. Such comparisons are inherently subject to large 211u001eerrors, and also may not be repeated often enough to remain current. Therefore, a 211u001ebetter method is needed for estimating AADT for off-system roads in Florida. This 211u001estudy investigates the possibility of establishing one or more models for 211u001eestimating AADT for off-system roads in Florida.
