The U.S. DOT Strategic Plan for Fiscal Years 1997-2002 states: 'The national211u001eobjectives of general welfare, economic growth and stability, and security for 211u001ethe United States require the development of transportation policies and programs 211u001ethat contribute to providing fast, safe, efficient, and convenient transportation 211u001eat the lowest cost consistent with those and other national objectives, including 211u001ethe efficient use and conservation of the resources of the United States.' To 211u001ereach these objectives, five specific performance goals are identified: safety, 211u001emobility, economic growth and trade, human and natural environment, and national 211u001esecurity. To develop transportation policies and programs that reach these goals, 211u001eit is imperative to fully understand how travel behavior changes over time. To 211u001efurther our understanding of travel behavior, the U.S. Department of 211u001eTransportation (US DOT) conducts the Nationwide Personal Transportation Survey 211u001e(NPTS) to obtain information on personal travel of U.S. households with respect 211u001eto why, how, when, where from, where to, how frequency, how long, and with whom. 211u001eThe NPTS also provides information by subgroups of the population, e.g., by age, 211u001egender, race, zero-vehicle households, which allows important policy analyses of 211u001ehow transportation serves these groups. The NPTS has been conducted in 1969, 211u001e1977, 1983, 1990, and 1995.
