Sidewalks and trails serve as critical links in the transportation network by211u001eproviding pedestrian access to commercial districts, schools, businesses, 211u001egovernment offices, and recreation areas. Because sidewalks and trails provide 211u001esuch fundamental services to the public, they should be designed to meet the 211u001eneeds of the widest possible range of users. Accessible sidewalks and trails 211u001eenrich a community's quality of life on many levels. People with disabilities are 211u001ebetter able to participate in the community if accessible facilities are 211u001eavailable because it is easier for them to reach their desired destinations. 211u001eAccessible sidewalk and trail networks are cost-effective because they promote 211u001eindependence for people with disabilities and reduce the need for social services 211u001ein many cases.
