The Council of the North Atlantic Treaty Organization (NATO) established the211u001eCommittee on the Challenges of Modern Society (CCMS) in 1969. CCMS was charged 211u001ewith developing meaningful programs to share information among countries on 211u001eenvironmental and societal issues that complement other international endeavors 211u001eand to provide leadership in solving specific problems of the human environment. 211u001eA fundamental precept of CCMS involves the transfer of technological and 211u001escientific solutions among nations with similar environmental challenges. The 211u001emanagement of contaminated land and groundwater is a universal problem among 211u001eindustrialized countries, requiring the use of existing, emerging, innovative, 211u001eand cost-effective technologies. This document reports on the second meeting of 211u001ethe Phase III Pilot Study on the Evaluation of Demonstrated and Emerging 211u001eTechnologies for the Treatment and Clean Up of Contaminated Land and Groundwater. 211u001eThe United States is the lead country for the Pilot Study, and Germany and The 211u001eNetherlands are the Co-Pilot countries. The first phase successfully concluded in 211u001e1991, and the results were published in three volumes. The second phase, which 211u001eexpanded to include newly emerging technologies, concluded in 1997; final reports 211u001edocumenting 52 completed projects and the participation of 14 countries were 211u001epublished in June 1998. Through these pilot studies, critical technical 211u001einformation was made available to participating countries and the world 211u001ecommunity. The Phase III study focuses on the technologies for treating 211u001econtaminated land and groundwater. This Phase is addressing issues of 211u001esustainability, environmental merit, and cost-effectiveness, in addition to 211u001econtinued emphasis on emerging remediation technologies. The objectives of the 211u001estudy are to critically evaluate technologies, promote the appropriate use of 211u001etechnologies, use information technology systems to disseminate the products, and 211u001eto foster innovative thinking in the area of contaminated land.
