Defense Infrastructure: Funding Risks in Services' 1999 Central Training Programs

In a June 1998 report on the Department of Defense's (DOD) formal training and211u001eeducation programs, referred to as central training, we stated that our 211u001epreliminary analysis of DOD's fiscal year 1999 Future Years Defense Program 211u001e(FYDP) identified significant reductions from the fiscal year 1998 FYDP in the 211u001efunds programmed for central training. Because central training is the third 211u001elargest of eight DOD infrastructure categories, and DOD is looking, in part, to 211u001einfrastructure savings and efficiencies to buy modern weapons, you requested that 211u001ewe examine the significant differences in the two central training programs. 211u001eSpecifically, you requested that we identify the (1) training categories and 211u001emilitary services with the most significant funding changes from the 1998 to the 211u001e1999 FYDP, (2) bases for the changes, and (3) potential impact of the changes on 211u001ethe service's future training budgets. We included the entire fiscal year 1999-211u001e2003 period in our analysis. Central training programs include individual 211u001etraining activities that provide training for active military personnel, reserve 211u001ecomponent personnel, and DOD civilians.
