Nuclear Proliferation: Heavy Fuel Oil Delivered to North Korea under the Agreed211 Framework. Statement of Ms. Gary L. Jones, Associate Director, Resources, 211 Community, and Economic Development Division

We are here today to provide information on the status of heavy fuel oil211u001edelivered to North Korea under the October 1994 U.S./North Korean Agreed 211u001eFramework. Reports have alleged that North Korea has diverted some of this heavy 211u001efuel oil for purposes not specified in the Agreed Framework, including resale 211u001eabroad. Our statement, which is based on our recent report on this topic for the 211u001eCommittee, summarizes (1) the status of heavy fuel oil funding and deliveries to 211u001eNorth Korea and (2) the controls in place to detect the division of heavy fuel 211u001eoil from heating and electricity generation to other purposes not specified in 211u001ethe Agreed Framework and any limitations in these controls that would allow North 211u001eKorea to divert heavy fuel oil for unintended uses.
