On November 6-9, 1995, researchers from the National Institute for Occupational211u001eSafety and Health (NIOSH) evaluated a prototype engineering control designed for 211u001ethe control of fugitive asphalt emissions during asphalt paving. The Champion 211u001eengineering control evaluation was completed as part of a Department of 211u001eTransportation (DOT) project to evaluate the effectiveness of engineering 211u001econtrols on aspalt paving equipment. The Champion phase one evaluation studied 211u001ethe performance of a single engineering control design. The prototype control was 211u001einstalled and evaluated on a Champion Model 1010W asphalt paving machine. The 211u001econtrol design consisted of two perforated hoods, one mounted over each auger. A 211u001educt from each hood lead into the engine compartment where they converged into a 211u001esingle exhaust duct. The single duct passed up through the paver deck and 211u001eattached to a hydraulic exhaust fan horizontally mounted on the paver deck. Test 211u001emeasurements indicated that the control system's exhaust volume was approximately 211u001e1000 cubic feet per minute (cfm) throughout the evaluation. During the indoor 211u001etesting, the average capture efficiency measured near 90 percent. During the 211u001eoutdoor testing, which was hampered by strong wind gusts, the average capture 211u001eefficiency consistently measured below 20 percent as the prototype design was 211u001eevaluated at prescribed stationary orientations relevant to the prevailing wind. 211u001eIn addition to the capture efficiency reductions, the outdoor test results showed 211u001eincreased variation in capture efficiency as the wind gusts hampered the 211u001econtrol's ability to consistently capture the surrogate contaminant.
