The Department of Energy (DOE) has stewardship of vital national security211u001ecapabilities, from nuclear weapons to leading edge research and development 211u001eprojects. These capabilities, and related DOE programs, are important not only to 211u001ethe strength of our Nation, but within the framework of international 211u001ecooperation, to the lessening of global threats. We must therefore ensure the 211u001esecurity of these critical programs through the application of an effective and 211u001ecoordinated counterintelligence (CI) program. To enhance counterintelligence 211u001ecapabilities at DOE, President Clinton directed in February 1998 that the 211u001efollowing initiatives to be implemented: The CI and foreign intelligence (FI) 211u001eelements of DOE will be reconfigured into two inde-pendent offices, which will 211u001ereport directly to the Secretary of Energy. The Secretary may delegate regular 211u001emanagement of these two offices to the Deputy Secretary. The Director of the new 211u001eOffice of CI (OCI) will be a senior executive from the Federal Bureau of 211u001eInvestigation (FBI). The OCI will be staffed by DOE CI professionals, augmented 211u001eby detailees from other Intelligence Community agencies as appropriate. The 211u001eDirector, OCL will have direct access to the Secretary of Energy, the Director of 211u001eCentral Intelligence (DCI), and the Director, FBI. All CI and FI activities at 211u001eDOE and the laboratories will continue to be included in the National Foreign 211u001eIntelligence Program and, as such, are subject to policy and programmatic 211u001eguidance by the DCI and applicable Congressional oversight.
