The Report is intended to assist the Foundation in determining how the Foundation211u001emight play a catalytic role in increasing the amount of equity investment 211u001eavailable to SMEs in the NIS and in helping to ensure that such new investment 211u001ewill serve private sector development in a maximally beneficial way. The Report 211u001eis based not only on SEAF's experience is managing SME equity investment fund in 211u001enine countries, including two funds in Russia, but also upon the experience of 211u001emany other small business investment vehicles operating in other developing 211u001ecountries and in economically depressed areas of the United States.
