The Clean Air Act and the Intermodal Surface Transportation Efficiency Act211u001e(ISTEA), and more recently the Transportation Equity Act for the 21st Century 211u001e(TEA-21), brought together the two issues of air quality and transportation. An 211u001eimportant concern is the quality of the air you breath. A common misconception is 211u001ethat 'only the big cities have problems'. Over the past 20 years, emphasis for 211u001ecleaning the air has been focused on the larger urban areas like Los Angeles, New 211u001eYork, Chicago, etc. in the past, air pollution was seen only as an urban problem, 211u001enot a local or rural one. But this is no longer true. More and more often, rural 211u001eareas experience air quality problems. Many rural areas that are in 'fringe 211u001ecommunities' may now be classified as nonattainment areas. These areas must 211u001ebecome familiar with the transportation conformity issue and how it affects them.
