Teams of legislative and executive branch officials attended a 2 12-day forum.Participants discussed ways that State governments can promote effective, value-based health care purchasing efforts as well as coordinate purchasing initiatives across States. Session topics included applying value-based purchasing strategies in changing market conditions, developing a strategic plan for purchasing, implementing value-based purchasing, promoting value-based decisionmaking, using data to implement and evaluate value-based purchasing initiatives, developing targeted strategies for States, and 'selling a value-based strategy back home.' Participants obtained a solid understanding about the rationale, components, research base, and potential benefits associated with health care purchasing strategies and received information and resources for formulating a purchasing strategy. They also participated in the following: discovering relevant, science-based findings to assist decision-making efforts; addressing the issues, challenges, and potential benefits of collaborating on purchasing activities across sister agencies and with private-sector purchasers in different States; sharing experiences and lessons learned regarding policy, political, and technical issues that are associated with the design and implementation of value-based purchasing initiatives; examining how value-based strategies can be tailored to fit different market conditions within and across States; and discussing areas of common interest and issues across sister State agencies and
