Hurricane Mitch hit Central America in October - November 1998. Sweden has been assisting in reconstructing the affected area, especially the hardest hit country Honduras. The assistance given includes provisional bridges and telecom network equipment. The evaluation is focused on these two operations. The organizations receiving the assistance--the road administration of Honduras and World Food Program have expressed their full satisfaction with what Sweden has provided. The Swedish experts have been seen as competent and flexible with regard to customer preferences. But there are margins for improvement. The Swedish Rescue Services Agency (SRSA) could benefit from surveying its international operations with regard to project management, adequacy of equipment, and economic accounting as well as personnel welfare for long term operations. The responsibility of the SRSA and the Swedish International Development Agency could be further clarified with regard to the selection of operations to take on, common evaluations, and contracts with the state or organization receiving assistance. Contracts should also cover transfer or equipment at the end of operations. It is important for the SRSA to specify its international niche.
