摘要

This report discusses human factors research conducted by the Kansas State University Human Factors Research Laboratory (KSU HFRL) at six of the Federal Aviation Administrations (FAA) Air Route Traffic Control Centers (ARTCC) and at the Operations Control Centers (OCC) of several commercial airlines. The goal of the research has been to provide the FAA and the airlines with a detailed account of the opportunities and requirements for, and the constraints upon, collaborative decision making (CDM) about the filing of flight plans and rerouting of aircraft. In this context, CDM refers to any and all types of supportive interaction by decision makers pursuing a mutual goal. This report reviews the structure of communication within the National Airspace System (NAS) and identifies an information gap in the system for disseminating ATCSCC (Air Traffic Control System Command Center) Advisories. The first objective of this report is to examine the communication structure and information requirements of personnel directly involved in managing the flow of air traffic within the NAS. These individuals work at ATC facilities and at the OCC of commercial airlines. The report explores the information that is made available about ongoing air traffic management operations and how this information is disseminated throughout the NAS.
