The Federal Transit Administration (FTA), through the Volpe NationalTransportation System Center (Volpe Center), conducted the evaluation of the Denver Regional Transportation District's (RTD) Automatic Vehicle Location (AVL) system as part of its evaluations of selected Advanced Public Transportation Systems (APTS) operational tests. The evaluations are intended to measure the degree to which both FTA's national APTS objectives and the local RTD's APTS objectives are achieved. The purpose of this evaluation is to assess the RTD AVL's performance in order to determine its applicability and potential effectiveness in other cities. The AVL system utilizes a global positioning system (GPS)-based vehicle location system. It is installed on all of the buses, field supervisors' vehicles and light rail trains in the RTD fleet. AVL dispatch stations are installed in Boulder, and two locations in Denver, on for light rail, and the other for bus operations. The AVL system installation began in 1993, and RTD gave TMS conditional acceptance in March 1996.
