This report is the second of two describing how Medicare Current BeneficiarySurvey (MCBS) data can be used to evaluate the progress of HCFA's National Medicare Education Program (NMEP) toward successfully meeting the program's educational goals for beneficiaries. Those goals are providing access to, heightening awareness of, improving understanding of and use of Medicare information by beneficiaries in making informed decisions about their health care services. Researchers analyzed the CY 1998 MCBS Access and Use files and Supplemental Rounds 23 and 24 data focusing on the impact of the principal beneficiary communication channel, i.e., print media-primarily the Medicare and you Handbook: 1999 though some questions were asked about Internet and other communication channels.
