Audit of the Office of Community Oriented Policing Services 2009 Cops Hiring Recovery Program Grant Awarded to the Toledo Police Department, Toledo, Ohio

摘要

The objective of the audit was to determine whether reimbursements claimed for costs under the grant were allowable; reasonable; and in accordance with applicable laws, regulations, guidelines, and the terms and conditions of the grant. We also assessed the Toledo PDs program performance in meeting grant objectives and overall accomplishments. Specifically, we reviewed performance in the following areas: (1) internal control environment, (2) CHRP application statistics, (3) compliance with grant requirements, (4) budget management and control, (5) drawdowns, (6) grant expenditures, (7) grant reporting, and (8) program performance and accomplishments.
