Workshop manual for participation at a meeting conducted (in Albuquerque, NewMexico) from July 19 to July 21, 1999. Sponsored by AHRQ's Office of Health Care Information, User Liaison Program, it brought together many state and local health officials to examine issues related to mental health and substance abuse problems in populations served by public programs. The manual contains information to the key issues in the financing and delivery of mental health and substance abuse (MH/SA) services, managed care contracting for MH/SA, MH/SA cost offset issues, and matching strategies and populations via innovative MH/SA components in other state purchasing programs. In addition, the manual contains information related to welfare to work initiatives (i.e., strategies for overcoming MH/SA-related problems). It also contains information related to designing and analyzing specific policy options, and developing productive collaborations to address MH/SA problems.
