In 1997 the Appalachian Regional Commission (ARC) launched an ;17.6 million effort to bolster the entrepreneurial infrastructure of Appalachia. The primary goal of this Entrepreneurship Initiative is to promote the creation and development of locally owned, high value-added firms that will increase local wealth and provide employment opportunities for local residents. It focuses on five areas: entrepreneurial education and training, entrepreneurial networks and clusters, technology transfer, access to capital and financial assistance, and technical and managerial assistance. The importance of an entrepreneurial approach to economic development in the Appalachian region cannot be overstated. Such an approach helps strengthen and diversify the region's economic base through a strategy of building from within and stimulating growth of indigenous industries. It builds upon Appalachia's unique strengths by nurturing homegrown firms, encouraging innovation and risk-taking, and fostering an environment conducive to new business formation.
