The report is the first in a series of report responding to your February 2001request that we examine a range of management issues at the Department of Housing and Urban Development. The report discusses our assessment of the department's capability to acquire software. Recommendations to the Secretary of Housing and Urban Development will be made to assist the department in improving this capability.
