The TEM, TM and TE modes in an infinite parallel-plate waveguide with a dispersive, isotropic medium is studied. The first order Debye's dispersion model is considered in this report. First, the wave equation for the waveguide is derived and its solution is obtained. Then, the fields for the three propagation modes are calculated for the homogenous case. Finally, the inhomogenous case, where two different dielectric materials have a series junction is discussed. In addition to the electric and magnetic fields in the waveguide, the average power density in the direction of propagation is obtained, too.
