Texas Model Border Crossing Project: Retrofit Report;Research rept. Sep 00-Feb 03

This document describes work undertaken as part of the Texas Model Border Crossing Project (study 5- 9014) commissioned by the Texas Department of Transportation in 2000. This is an evaluation of the feasibility of retrofitting existing border crossings with elements of the prototype border crossing facility developed in the early stages of the study. Seven components were identified in the prototype design, five in the federal facility and two in the adjoining state vehicle safety inspection facility. The report evaluates northbound truck processing and is based on the Automated Commercial Environment (ACE)/International Trade Data System (ITDS) systems currently being developed by U.S. Customs. This permits electronic checking of tractor, trailer (or chassis/container), cargo, and driver data to complete more traditional inspection activities. The retrofit analysis is a pre-feasibility physical evaluation of the prototype characteristics based on site visits and aerial photographs. The photographs are of particular interest to those working at the border since they were taken in mid to late 2001.
