This publication presents the results of a study on the societal impact of VTT for Finland and on its role in the national innovation system from the perspective of the governmental authorities, representatives of interest groups and industry, and VTT's personnel. The study is based on 30 interviews conducted in 2002 and was carried out by VTT Technology Studies. The study was finance ed by VTT. VTT contributes to the Finnish economy and Finnish society by carrying out R&D activities and expertise related assignments. Through R&D projects VTT has enabled Finnish companies to catch up with the cutting edge of technology at the global level. It has also played an important role in promoting networking among companies, universities and research institutes. Improved safety in transportation and nuclear power plants as well as savings in energy economy and sustainable materials are mentioned as the most notable societal benefits gained through R&D projects. Through its expertise-related assignments VTT has contributed to the formulation of technology policy. VTT's contribution to decision-making and legislation in the fields of climate, energy, shipping and gene technology is widely acknowledged. Impartiality and reliability are seen as the major strengths of VTT. It is highly appreciated among authorities and industry because of its practical approach and broad and multidisciplinary expertise. Lack of business knowledge and appreciation of the needs of industry are mentioned as its major weaknesses. The key challenges in improving VTT's societal impacts concern promotion of innovation activities of SMEs and participation in regional development. Also VTT's participation in civic discourse and the dissemination of research results within the society were encouraged by the interviewees.
