Kazakhstan is a huge country, extending through three time zones, with several major airports and enormous air space. As in the case with other former Soviet countries, the air traffic control (ATC) communication system has exceeded its projected service life. The Government of Kazakhstan's Ministry of Transport discussed this problem with US government representatives and sought recommendations on how to improve the air traffic control communications system. Following several US-Kazakhstan meetings and discussions, the Kazakhstan Deputy Minister of Transportation wrote to the US Trade and Development Agency (TDA) requesting funding for a feasibility study to address upgrading the Kazakhstan ground-air communication system. TDA subsequently funded a Definitional Mission to determine the extent of work and validate the requirements to perform a communications feasibility study. The TDA consultant confirmed the urgent need for ATC communications upgrades in Kazakhstan, and worked with civil aviation authorities to develop an appropriate terms of reference for a communications feasibility study. Both the Kazakhstan Ministry of Transport and Department of Civil Aviation have committed to TDA to proceed with an international tender pending the completion of the feasibility study.
