The primary purpose of the proposed rule is to address interstate air quality impacts with respect to the 2008 ozone National Ambient Air Quality Standards (NAAQS). The EPA promulgated the Cross-State Air Pollution Rule (CSAPR) on July 6, 2011,1 to address interstate transport of ozone pollution under the 1997 ozone NAAQS.2 The proposed rule would update CSAPR to address interstate emissions transport of nitrogen oxides (NOX) that contribute significantly to nonattainment or interfere with maintenance of the 2008 ozone NAAQS in downwind states. The proposed rule also responds to the D.C. Circuit’s July 28, 2015 remand of certain CSAPR ozone season NOX emissions budgets to the EPA for reconsideration. This Regulatory Impact Analysis (RIA) presents the health and welfare benefits and climate co-benefits of the proposal to update CSAPR, and compares the benefits to the estimated costs of implementing the proposed rule for the 2017 analysis year. This RIA also reports certain impacts of the proposed rule such as its effect on employment and energy prices. This executive summary both explains the analytic approach taken in the RIA and summarizes the RIA results.
