Highway construction imposes substantial costs on the traveling public. Because of this, pressures exist to build projects faster and more efficiently. To make the most efficient use of funds for highway construction projects, and to minimize total road life cycle costs, a decision tool is needed for selecting the most appropriate methods to expedite highway construction, while maintaining value and quality.
