Environmental Review Report for the Proposed Central Energy Plant at the Inner Harbor East Complex.

The Maryland Public Service Commission (PSC) has granted a Certificate of Public Convenience and necessity to Trigen Inner Harbor East, L.L.C. (Trigen) to construct and operate the Central Energy Plant at the Inner Harbor East development located in Baltimore, Maryland. The proposed facility consists of one natural gas-fired peak shaving generator. The purpose of the consolidated agency review of the application was to: Identify potential air quality impact of the proposed project; Identify and evaluate any potential surface and ground water issues; Ensure compliance with State and Federal air and water regulations; Ensure compliance with State noise limitations; Evaluate effects of the project on land use in the vicinity of the Inner Harbor East Complex; and Evaluate potential impacts to socioeconomic, aesthetic, and cultural resources. The report presents the results of the State's assessment of these issues.
