These professional services are to perform the Geographic Information System and Information Technology Feasibility Study commissioned by the Office National de Recherches et d'Exploitations Petrolieres (ONAREP). The United States Trade and Development Agency provided grant funding for this study under an agreement signed between the parties on August 6, 2001. The study complies with the terms and conditions of that grant agreement. Office of National de Recerches et d'Exploitations Petrolieres approved Computational Geosciences, Incorporated located in Norman, Oklahoma, United States of America as the contractor to undertake the feasibility study in association with the staff of ONAREP. This document is the Final Report: Public Version for the feasibility study. The objectives of the study are as follows: (1) Position ONAREP to establish and acquire a GIS consistent with standards of international oil companies; (2) Develop an implementation plan for a modern GIS-based information management system for petroleum and natural gas exploration and production in Morocco that would permit ONAREP to: (a) Optimize its performance in an efficient manner, (b) Provide foreign enterprises, investing in the upstream petroleum sector in Morocco, with reliable information on a timely and as needed basis, (c) Digitally generate data packages and related material from its databases; (3) Advise ONAREP on the environmental and regulatory issues; (4) Recommend staffing and training, organizational, and equipment and services required to implement the project; (5) Advise ONAREP of the economic and financial aspects of implementing a modern GIS-based information management system for petroleum and natural gas exploration and production in Morocco.
