Severe and persistent mental illnesses (SPMI) affect more than 5 million Americans and $79 billion are spent annually for mental health care in the United States. A President's Commission highlighted mental health as an area in which quality assessment was underdeveloped, despite known gaps between actual and optimal treatment. This grant accomplished several aims toward advancing the status of quality measurement of mental health care. First, we developed a national inventory of 310 process measures for quality assessment of mental health and substance-related care, including specifications, rationales, evidence bases, and conformance and testing results. Second, using a formal consensus development process and a framework for measure selection, we led a multi-stakeholder panel in the selection of 28 core measures for further development and testing. Third, we tested the feasibility and validity of selected core measures. We received two administrative supplements in the course of this grant. The first enabled us to make the inventory of quality measures available in a searchable database at www.cqaimh.org and provided for the development of a consumer guide to quality of care information. The second provided for the development of statistical benchmarks for performance on selected core measures in the treatment of Medicaid beneficiaries.
