This document summarizes the major discussions held at the joint Highly Migratory Species (HMS) and Billfish Advisory Panels (APs) meeting in February 2003. This document does not endorse any viewpoint nor does it attempt to identify any consensus among AP members or any agency preference. Rather it serves to summarize some of the specific suggestions and comments that the staff of the HMS Management Division heard from AP members.
