This project evaluated the effects of the initiation of a dental sealant benefit in the North Carolina Medicaid program on service provision, treatment outcomes and cost-effectiveness. All 50 States include sealants as a benefit in their Medicaid programs, but lack evidence on effectiveness and costs. Estimates of sealant use were generated for dentists and their patients 6-17 years old when they came under observation was assessed from 1985 to 1992. Separate regression analyses were conducted for outcomes (caries-related services involving the occlusal surface-CRSO)-of permanent first molars and their cumulative costs, controlling for characteristics of the child, treating dentist and child's county of residence.
