摘要

On June 27, 2002, U.S. Secretary of Education Rod Paige established the Secretary's Commission on Opportunities in Athletics--the first federal advisory panel created to study Title IX. The purpose of the 15-member Commission was to collect information, analyze issues, and obtain broad public input directed at improving the application of current federal standards for measuring equal opportunity for men and women and boys and girls to participate in athletics under Title IX. Passed by Congress as part of the Education Amendments of 1972, Title IX provides that '(N)o person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance.'
