Paying for New Medical Technologies: Lessons for the Medicare Program from Other Large Health Care Purchasers

This paper presents the results from a series of structured interviews with large purchasers of health care conducted by the Project HOPE Center for Health Affairs for the Medicare Payment Advisory Commission. The goals of these interviews were to identify methods developed by payers other than Medicare to establish prices for new medical technology and to critically examine their relevance to Medicare for paying for new medical technology. This project supports the Commissions continuing interest in evaluating better methods to pay for new medical technologies within the constraints of a prospective payment system.
