The purpose of the document is to describe the normative (ethical) issues that are necessary to consider in the formulation of public policy can't be sufficiently addressed by empirical research. Three case studies where clinical research studies were conducted and policy recommendations were being considered: cystic fibrosis (CF) carrier screening$ CF newborn screening, and genetic testing for hereditary breast/ovarian cancer and colon cancer.
