The International Economic Review is a regular staff publication of the Office of Economics, U.S. International Trade Commission. The opinions and conclusions contained in this publication are those of the authors and are not the views of the Commission as a whole or of any individual Commissioner. The IER is produced as part of the Commission's international trade monitoring program. Its purpose is to keep the Commission informed about significant developments in international economics and trade and to maintain the Commission's readiness to carry out its responsibility to provide technical information and advice on international trade matters to policymakers in the Congress and the Executive Branch.
