Identifying Talent through Technology Automated Hiring Systems in Federal Agencies

Federal agencies are making increased use of automated hiring systems. This use reflects several factors, including the increasing power and availability of information technology, a desire to reduce time to hire, and the prospect of increased efficiencies. The automated hiring systems that agencies are using are much more than electronic filing cabinets for virtual resumes. These systems have materially changed how agencies recruit, receive applications, and assess and refer applicants for Federal jobs. For this reason, the U.S. Merit Systems Protection Board (MSPB or the Board) conducted a study to better understand these systems, their use in the Federal Government, and the effects of that use. This report discusses how automated hiring systems work, their capabilities and limitations, and how Federal agencies use these systems to assess job applicants.
