For nearly forty years, the Civil Rights Act of 1964 has respected the right of religious groups to make religiously based employment decisions. Title VII of this Act--which is supported by Republicans and Democrats alike--protects Americans from employment discrimination based on race, color, religion, sex, and national origin. It also protects the ability of faith-based organizations to maintain their religious liberty and identity by hiring employees who share their religious beliefs. President Bush believes that--regardless of whether government funds are involved--faith-based groups should retain their fundamental civil rights, including their Title VII right to take their faith into account when they make employment decisions.
