The objectives of this study were to extend pavement live and reduce pavement life cycle cost by developing improved specifications and design policies for subbase material by investigating the gradation and permeability of the sub base currently used by Maine DOT. Eight field projects were selected for this research to investigate the permeability and gradation of base material for Maine roads. Additional permeability and gradation tests were performed on samples from current MaineDOT projects. Results indicate that MaineDOT Type D sub base aggregate has excess fines and sand compared to FHWA recommendations. In addition, the fines content of in-place MaineDOT Type D subbase increased over time as a result of compaction, construction traffic, weathering, and infiltration of fines from the sub grade. The standard aggregate subbase currently used by the MaineDOT has low permeability.
