The Waste Reduction Policy Act (WRPA) of 1991 was adopted by the Texas Legislature to reduce the volume, toxicity, adverse public health, and environmental effects of pollutants in Texas. WRPA is contained in the Texas Health and Safety Code, Sections 361.501361.510. Rules implementing WRPA are found in Title 30 of the Texas Administrative Code (TAC) Sections 335.471 335.480. The Texas Commission on Environmental Quality (TCEQ) administers these rules. Waste reduction is a policy mandated by the U.S. Congress in the 1984 Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act (RCRA). This and other RCRA provisions have led to significant increases in waste management and decreases in hazardous waste generation and toxic contaminant releases.
