This is the Water Quality Control Divisions (division) Annual Report to the Water Quality Control Commission (commission) for the period from July 1, 2003, through June 30, 2004 (FY 04). Pursuant to CRS Section 25-8-305, the Division is to file with the Commission, on an annual basis, a report on the effectiveness of its efforts under the state Water Quality Control Act. In particular, the Division is to: include in such report such recommendations as it may have with respect to any regulatory or legislative changes that may be needed or desired. Such report shall include the then current information that has been obtained pursuant to Section 25-8-303 (monitoring) and information concerning the status of the Divisions implementation of the discharge permit program established in part 5 of this article. Further, in accordance with the requirements of section 25-8-305 of the Colorado Water Quality Control Act, this report is also filed with the House Agriculture, Livestock, and Natural Resources Committee and the Senate Agriculture, Natural Resources and Energy Committee.
