This report is in response to the Conference Report (H. Rpt. 105-825) accompanying the Department of Transportation and Related Agencies Appropriations Act, 1999, (P.L. 105-277) requesting the Office of Motor Carriers report on the potential safety advantages of a federal rule to require a uniform national display policy for inspections stickers on commercial motor vehicles. The assignment was transferred to the Federal Motor Carrier Safety Administration (FMCSA) when it was established on January 1, 2000, by the Motor Carrier Safety Improvement Act of 1999 (P.L. 106-159). The report presents background information about vehicle defect-related crashes, the prevalence of certain types of vehicle defects, the methodology for gathering information concerning the use of inspection stickers by States with mandatory periodic or annual inspection programs, analysis of the data and information, and the agency's conclusions whether there are potential safety advantages to a Federal rule to require a uniform national display policy for inspection stickers on commercial motor vehicles.
