Local and National Counterterrorism Intelligence Gathering: A Cross-Country Comparison.

This report covers the organization of the intelligence and law enforcement agencies in eight countries-Canada, France, Germany, Israel, Italy, Japan, the United Kingdom, and the United States. The report, which focuses on information-gathering functions, reviews briefly the statutory authority governing the activities of intelligence and law enforcement agencies and legislation related to counterterrorism measures, and examines methodologies, levels of efficiency, and issues related to the system in each country. The report also looks at the relations within and between agencies, and between intelligence communities and law enforcement agencies. The report is based on open source information available to the public. Sources include official websites of intelligence and law enforcement agencies, texts and explications of bills and laws related to security and intelligence available on official parliament websites, and official reports prepared by parliamentary committees, newspapers, specialized journals, and monographs. The sources used are overwhelmingly secondary in nature. The appendix provides more details on the problems and limitations encountered in the research process.
