Independent Research Assessment of Project Management Factors Affecting Department of Energy Project Success Final rept

The Civil Engineering Research Foundation (CERF) undertook a project management research study for the US Department of Energy (DOE) beginning in the fall of 2003. CERF was asked to identify key components affecting project performance, to evaluate performance factors, measures, and metrics in relation to their correlation with project success, and to make recommendations with regard to improving performance on different types of projects. The DOE Office of Engineering and Construction Management (OECM) selected 16 projects that were included in the review. An Independent Research Team (IRT) was assembled to perform the study in collaboration with the CERF staff. This team collected data on the projects, familiarized themselves with what happened on each project, discussed the projects with DOE Headquarters personnel, and visited the sites to discuss the projects with the project teams.
