The purpose of this guide is to enable Federal officers to allow entry of agricultural commodities and other articles of concern to USDA in the absence of a PPQ officer. To regulate means to: Prohibit entry to those articles that pose a threat to the agriculture of the United States. Allow entry to those articles that this guide authorizes release of. Contact PPQ on those articles that require extensive inspection, testing, or treatment$ or if there is any uncertainty as to the enterability of an article.
